FINANCIAL FREEZE PROGRAMS WORKING WELL FOR U.S. IN WAR ON TERROR

The U.S. is winning the financial side of the war on terror. That's the assessment of a former Treasury Department undersecretary who has recently released a book detailing the successes of the United States in that aspect of the war.

John B. Taylor's book is called Global Financial Warriors: The Untold Story of International Finance in the Post-9/11 World. He says while news reports regarding the war on terror have been largely confined to failures and disappointments, there have few reports on the success of the financial aspect of the war on terror -- notably the freezing of tens of millions of dollars in terrorist assets. Taylor says the program is working.

"By restricting the flow of funds, we've been able to make it more difficult for groups like al-Qaeda and Hamas to do the terrorist attacks," says the former Treasury official. In addition, he explains that by tracing the money through the financial system, more can be learned about how the terrorist networks operate, thereby thwarting attacks. "So we can get information about individuals, if you like, who are contemplating attacks and help prevent them that way," he explains.

Taylor says the program has hurt al-Qaeda's ability to finance terror by forcing that group to be less centralized in its operations. "And that, of course, makes it more difficult for them to operate," he says. "It has forced them to move outside the formal financial system at all and to use cash couriers more to use more surreptitious means to move money around."

The author notes that the only "A" grade given to the U.S. government by the 9/11 Commission was for execution of the financial war on terror.
